The Elleseon Legion is not a military force, or a group of retired elves. It is a term for a very loose organization of elves who enjoy being out in the world at large. Adventurers, travelers, merchants, entertainers and rogues all join the Legion for various reasons. The most common being to find adventure, or to find help with an adventure.

The Legion is no more under the command of the Queen than any other group of elves, but their unique resources and willingness to face danger make them invaluable to Her. Both as ears and eyes, and as her swordarm, extended out into the world. There is no way of knowing what any Legionaire may or may not be up to, when met outside the Ellesneral. It would be safe to assume though, that anything the Legionaire learns may be on its way to the Queen's ears shortly thereafter.

Outsiders who know of the existence of the Legion usually ascribe some fell purpose or dark intention to the group, but nothing could be further from the truth. As with most things, the elves feel little motivation to explain themselves to outsiders, which in turn fuels the rumors. The only leadership in the Legion seems to be based on reputation nd respect earned from one's peers. No one is appointed, or elected to command. If a charismatic individual feels a thing needs done, and can convince a sufficient number of his peers to go along, then he is  general, till his project is done. This lack of  permanent leadership structure practically precludes the Elleseon Legion from having one agenda.

The criteria of being in the Legion seems somewhat hazy as well. Populated by mostly 'younger' elves, there are enough age old members to make this seem n unimportant criteria. Male or female, artisan or craftsman, warrior or mage, priest or rogue, a Legionaire is as likely to be  butcher as he is a ranger. Nor does it seem that being an elf is mandatory. Many members of other races also belong to the Legion. How they gain the trust and respect of the Legion enough to be invited differs with each. What is for sure, is that an invitation to join, from an existing member is the only way in.
